How the program works
Early Learning For All (ELFA) gives San Francisco families free or reduced tuition at 500+ participating preschools and child care programs. Your tier depends on your household income as a percentage of the Area Median Income (AMI) for your family size.
| Income (% of AMI) | What you get | Approx. family-of-4 ceiling |
|---|---|---|
| Up to 110% | Free — no tuition, no co-pays | ~$171,450 |
| 111–150% | Full tuition credit (100% of city rate) | ~$233,800 |
| 151–200% | Half tuition credit (50% of city rate) — from July 1, 2026 | ~$311,700 |
City reimbursement rates the credit is based on (per child, per month): infant $3,027, toddler $2,306, preschool $2,115. Read the official details at sf.gov/early-learning-for-all.
